Odisha State RTO
The Odisha State RTO was established under the provisions of section 213 of the Motor Vehicle Act, 1988. The main objective of the Odisha State RTO is to bring in efficient and vibrant transport system in the state and also implement the provisions of the Motor Vehicle Act, 1988.
There are 35 RTO and 3 ARTO offices distributed geographically in the state of Odisha. Odisha State RTO is headed by the Transport Commissioner and it comes under the Government of Odisha Transport Department.

The penalty for driving without license in the state of Odisha is INR 5000 as per the amended Motor Vehicles Act, 2019. By law, it is illegal to drive on Indian roads without a license or a valid motor driving license.
